My daughter is 8 years old...she is already developing breasts and has underarm hair and is starting to get pubic hair. I was concerned and took her to the doctor after they did all kinds of tests on her they said they saw nothing wrong that she was developing early and it was more than likely hereditary. I found out later on that on my husband's mothers side all the girls develope early. So, to answer your question, It just depends on their genes as to when they will develope.
Girls will start growing hair in those places at the onset of puberty. Puberty occurs at various ages though, depending on the individual. Most girls start between the ages of 9 and 16, these days it seems girls are getting their periods at younger ages than in the past though, so figure closer to 9-12 years old.
