it depends what age your talking about
7 or 8 year olds shouldnt want to have sex right now
but if your a teen or preteen and your starting to have feelings like that, it completely normal

Fun story - when I was younger (elementary age) I really thought I invented what I later found out was sex. I knew what a penis looked like and I knew I had a hole and I figured they just went together like a hotdog in a bun. But I didn't know that it was for pleasure or that's how you had a baby, I just thought they went together. So I don't think very young kids really want to have sex, unless they see a porn or people having sex by accident, they don't really know what it is.
I didn't really understand the concept of sex as a child. So, no I never thought about it, let alone wanted it.
If children have overt sexual feelings, I would be very concerned that he/she had been molested.
